Certainly by now most of you are already familiar with my Floor Impact Counter and Reina Value. (Please click here to familiarize yourself with the systems.)

I also use the FIC to calculate team totals, both by game and for the season.

In order to determine my team rankings, I have calculated the difference between a team's own FIC per game and their opponents' FIC for the entire season.

Team: 09-10 FIC Differential

1. Cleveland Cavaliers : 16.9

Cleveland is identically the same defensively (102.4 points per 100 possessions) and just a little off their mark of last season offensively, coming in at 110.3 (compared to 112.4).

Equally important, the Cavaliers have yet to lose since Mo Williams and Delonte West went down with injury, making their need for a backcourt addition seem less pressing.

Cleveland appears most interested in Antawn Jamison as their huge February addition, but I feel Andre Iguodala or Corey Maggette would make better acquisitions. They are younger and bring a skill set on both ends of the floor that I feel the Cavs could use more than Jamison.

2. Boston Celtics : 14.5

Ray Allen isn't having the kind of season he did during his first two seasons in Boston, with a TS% of 56.8% compared to 62.4% last season, but his +9.5 on/off is better than anyone else on the Boston roster and he also leads the team in minutes.

The Celtics have been linked to Kirk Hinrich, who is having the worst season of his career in terms of offensive efficiency with a 47.1 TS%, down from the 55.1% he posted in 08-09.

3. Utah Jazz : 13.5

The ship has apparently sailed on the Jazz dealing Carlos Boozer and now he has begun attempting to make up with the organization and the state of Utah to remain in the SLC for the long haul.

Boozer has had a marked uptick in his production across the board, but the Jazz are -1.3 points per 100 possessions worse with him on the floor.

4. L.A. Lakers : 11.1

The Lakers have huge PER net advantages at every position (+7.4 at shooting guard, +3.9 at small forward, +1.6 at power forward and +5.2 at center) with the exception of point guard where they are a -4.9.

Upgrading the point guard position is something the Lakers will have to do at some point in the near future since Derek Fisher, Jordan Farmar and Shannon Brown will almost certainly all be free agents this summer, but the need for improvement might be a little overstated. None of those three players are defensive liabilities and some of that PER differential is due to the offensive production of their superstar teammates.

5. Orlando Magic : 11.0

The Vince Carter experiment has worked out as well as the Magic intended when they paid a high price for him, as his TS% is below 50% for the first time in his career and his PER has dropped to 14.7. Somehow, however, the Magic have been 4.0 points per 100 possessions better with him on the floor.

Marcin Gortat, who has been in the rumor mill ever since the Magic matched the offer sheet he signed with Dallas, has a net -11.6 points per 100 possessions.

6. San Antonio Spurs : 9.6

Gregg Popovich must use Google or even Bing for his search queries since he claimed to have never heard of Yahoo! when asked about a report claiming the Spurs were interested in Amar'e Stoudemire.

Similar to the Lakers' situation at point guard, the Spurs have a frontcourt problem beyond Tim Duncan and DeJuan Blair.

I can't foresee the Spurs making a major move, but Brendan Haywood or Marcus Camby would put a lot of teeth into their championship chances since it will be almost impossible for them to defend the bigs of Cleveland and Los Angeles.

7. Dallas Mavericks : 9.5

The Mavericks will always be one of the most active players in the rumor mill due to Mark Cuban's unwillingness to simply preserve the status quo. It appears as though Dallas is headed to an eventual divorce from Josh Howard, who has been fairly awful this season. His PER has dropped to 11.6 from his career mark of 17.5, plus his net +/- is -5.6.

Kevin Martin has multiple seasons remaining on his contract and Sacramento will have to eventually split him from Tyreke Evans, but he would he a huge upgrade for Dallas if they could land him.

8. Denver Nuggets : 7.6

The Nuggets are looking for one more big on the bench to fill in for maybe 20 minutes per night, something Camby or Haywood would probably be overqualified for.

9. Atlanta Hawks : 6.6

The Hawks have jumped from 10th in offensive efficiency to 4th and Rick Sund has been quiet in potential trade talks, probably the quietest of any playoff contender.

10. Oklahoma City Thunder: 6.3

Sam Presti made a bold move for Tyson Chandler last season and then made even a bolder move by rescinding the trade after not liking his injury particulars.

The Thunder have jumped from 20th to 6th in points allowed per 100 possessions in one season, which is truly remarkable, but the need for a defensive big remains an important one.

Oklahoma City has enough assets and cap space to make a true blockbuster move this month.

11. Portland TrailBlazers: 5.3

Due to the injuries to Greg Oden and Joel Przybilla, Portland has an almost singular focus on acquiring a big. The asking price Washington was looking for from Portland for Haywood, Nicolas Batum and Rudy Fernandez, was rightfully laughed off the phone.

The Blazers stood pat last February when they held the famous RLEC and they have even more reason this season to not make a move and wait to see how Oden heals.

12. Phoenix Suns : 3.7

The Suns are in ultimate limbo, clearly not a title contender, but not in a bleak enough situation to sell off their assets even though it would be the better move long term.

Phoenix remains the most potent offensive team in the NBA, but their defense has failed horribly since Mike D'Antoni left for New York.

13. Miami Heat : 3.0

Miami's overtures for Stoudemire can be perceived as a tip that they don't feel they are a legitimate contender for either LeBron James or Chris Bosh.

14. Charlotte Bobcats : 0.0

The Bobcats made their big move early in the season by acquiring Stephen Jackson for nothing, but Larry Brown wants to atone for the D.J. Augustin draft where he wanted him over Brook Lopez by dealing the second-year guard for a big.

15. Houston Rockets : -1.7

The Rockets are overachieving with the likes of Carl Landry, Kyle Lowry, Chade Budinger and David Andersen. Their trade chip is clearly Tracy McGrady, who they appear willing to unload aggressively to take on a new big contract. That scenario isn't completely unlike the way they acquired McGrady from Orlando after the 03-04 season.

16. L.A. Clippers : -1.9

The Clippers fancied themselves as a contender for the playoffs for a few weeks, but they have swiftly slipped and absolutely must use the Camby chip. Not only is Camby an expiring contract, but he also is the best possible counter to the heavyweights.

17. Memphis Grizzlies : -2.0

The Grizzlies made their move in the summer by dealing for Zach Randolph, a trade that was widely panned at the time. Even though the Grizzlies are still a long ways away, they have been a clear success story and Chris Wallace's GM chops have been vindicated.

18. Chicago Bulls : -2.5

The departure of Ben Gordon has hurt Chicago even more than it looked like it would during the summer, but they have clawed themselves back into the playoff chase despite having the 28th ranked offense. The continued improvement of Joakim Noah, along with the return of Luol Deng has helped Chicago remain competitive.

The Bulls lack star power while waiting for Derrick Rose to fully emerge, with a team-high PER of just 17.6 from Noah.

All of their February trade discussions must be centered on clearing cap space for 2010 because they have an attractive situation for all three big ticket items.

19. Philadelphia76ers -2.6

Even though Samuel Dalembert has long been known more for his contract than anything else, his role in the Haiti tragedy, along with a very productive season in which he is second in total rebound percentage and has a career-best PER of 17.0 has changed perceptions.

Nevertheless, the Sixers are attempting to clear his $12.9M salary for 10-11 in a package that includes Andre Iguodala.

The Sixers are much better than their record and have enough promising young players, most notably two of my draft favorites of the past two seasons, Marreese Speights and Jrue Holiday.

20. Toronto Raptors : -2.9

The Raptors have been encouraged by their record and excellent play since the middle of December, encouraged enough to take the idea of trading Chris Bosh completely off the table.

Toronto doesn't risk a whole lot by keeping Bosh and playing out the season as a middle seed in the Eastern Conference playoffs. They get that benefit, the solid opportunity to sign him to an extension, plus they could also do a sign-and-trade or have approximately $9M in cap space if he walks.

21. New York Knicks : -3.1

With their first round pick going to Utah, the Knicks desperately wanted to make the playoffs ahead of the 2010 summer, but that now appears to be a long shot. I don't think they will be able to unload Jared Jeffries at this point, but Donnie Walsh should examine every possible scenario, stopping short of including Danilo Gallinari and Wilson Chandler.

22. New Orleans Hornets : -3.1

The Hornets have been trying to get under the cap and now that Chris Paul is out with knee surgery, they have even less of an incentive to improve.

23. Milwaukee Bucks : -3.1

The Bucks are on the fringe of the playoff picture despite a decline from Brandon Jennings, but John Hammond has said that he is willing to be aggressive this month.

24. Sacramento Kings : -6.9

Tyreke Evans and Kevin Martin are Sacramento's best players, but they are -6.6 and -7.2 respectively in terms of net on/off +/-.

25. Indiana Pacers : -10.4

The Pacers will miss the playoffs for the fourth consecutive season and their main appearances in the trade market are refuting Al Jefferson for Danny Granger overtures and seeing if they can unload T.J. Ford.

26. Washington Wizards : -10.9

The Wizards can really have a fire sale this month, but I expect more smoke to emanate than actual fire. It looks like the Wizards are poised to keep Jamison for apparent sentimental reasons, Haywood for asking too much and Butler's trade value has plummeted to the point where it isn't worth it.

27. Golden State Warriors : -11.5

Corey Maggette and Ronny Turiaf are each capable of making a huge impact in the playoffs if they're dealt, but the Warriors will probably hold off on making a major move until the summer.

28. Detroit Pistons : -12.7

Joe Dumars cleared cap room last season and he doesn't appear eager to repeat the formula by dealing Rip Hamilton and TayShaun Prince, instead looking for value.

29. Minnesota Timberwolves : -21.0

The Wolves have several roster imbalances and will absolutely need to make a trade if they win the lottery and are in position to draft John Wall.

30. New Jersey Nets : -24.0

Unlike the Knicks, the Nets don't really have any major contracts for 10-11 that they absolutely need to shed. They remain horrible, but the strategy of holding off on dealing Devin Harris until the lottery plays out is the right move.
